Christoph Luisser

Ombudsperson Christoph Luisser is responsible for the police, immigration and asylum law, monument protection, agriculture, forestry and water management, nature and environmental protection, trade and industrial facilities, kindergartens, schools, universities, transport, municipal taxes and agricultural matters.

Curriculum vitae

Christoph Luisser was born on April 22, 1976. After graduating from high school in Mödling, he completed his basic military service and a year of voluntary service in the Austrian Armed Forces in the basic course of the Jagdkommando (special forces unit) and is now a first lieutenant in the reserves.

He studied law at the University of Vienna and the Universidad de Alcalá in Madrid. Luisser wrote his doctoral thesis at the University of Vienna on administrative law, focusing on the Lower Austrian Municipal Code. After completing his year of legal training, Christoph Luisser worked in the office of the then Minister of Justice, Dieter Böhmdorfer. After passing the bar exam in 2008, he worked as an independent lawyer specializing in corporate law, commercial law, real estate law, and administrative law, among other areas.

Under Interior Minister Herbert Kickl, he was Deputy Head of Section at the Federal Ministry of the Interior (BMI) and Head of Group V/A (Citizenship and Residence). From 2020 to 2023, Luisser was an advisor in the office of the then Ombudsperson Walter Rosenkranz. After the 2023 Lower Austrian state elections, Luisser held the office of State Councilor for Security, Asylum, and Civil Protection, nominated by the FPÖ. From 2000 to June 2025, he was also (acting) municipal councilor in his home municipality of Biedermannsdorf.
