The Austrian Ombudsman Board took up Julian H.'s problem, confronted Governor Thomas Stelzer with it and also urged a solution in the ORF programme "Bürgeranwalt" on 14 June. Ombudsperson Bernhard Achitz: "Any change to familiar routines is a huge burden for people with autism. It is incomprehensible that Julian H. is not allowed to go to the centre of his choice. His psychiatrist also thinks he would be in good hands in Gallneukirchen. This cannot fail because of the transportation costs! The UN Convention on the Rights of Persons with Disabilities also stipulates that Julian H.'s wishes must be taken into account - I expect the region of Upper Austria to make this possible."
The UN Convention on the Rights of Persons with Disabilities (UN CRPD) requires the personal mobility of people with disabilities to be guaranteed. Extensive measures must be taken in the area of work and employment. This applies in particular to access to employment. "Denying appropriate support because of a few kilometres of travel contradicts the basic idea of individual support for people with disabilities," says Ombudsperson Achitz: "Austria has committed itself to implementing the UN CRPD, and this obligation naturally also applies to the regional states."
