Call for applications: Head of a nationwide commission of the Austrian Ombudsman Board for GEAS monitoring

The reformed Common European Asylum System (CEAS) provides for an independent monitoring mechanism in all EU Member States to ensure compliance with fundamental rights in the screening procedure, the border procedure and the border return procedure (CEAS monitoring).

The reformed Common European Asylum System (CEAS) provides for an independent monitoring mechanism in all EU Member States to ensure compliance with fundamental rights in the screening procedure (Art. 10 para. 2 of the Screening Regulation - Regulation (EU) 2024/1356), in the border procedure (Art. 43 para. 4 of the Procedural Regulation - Regulation (EU) 2024/1348) and in the border return procedure (Art. 4 para. 3 of the Border Return Regulation - Regulation (EU) 2024/1349) (CEAS monitoring).

The intention is to implement the EU regulations on the Common European Asylum System (CEAS reform) in a timely manner. The Austrian Ombudsman Board is to be entrusted with the tasks of the independent monitoring mechanism. In order to fulfil these tasks, the Ombudsman Board intends to set up a multidisciplinary commission that will be active nationwide.

From 12 June 2026, the task of the Ombudsman Board and the commission appointed by it will therefore be to monitor the implementation of relevant international law and EU and national legislation. Should there be substantiated allegations of human rights or fundamental rights violations, it is the task of the monitoring mechanism to investigate these and ensure that investigations are initiated and their progress is monitored.

In accordance with the requirements of Art. 10 para. 2 subpara. 5 of the Screening Regulation and Art. 43 para. 4 of the Procedural Regulation, the tasks of the independent monitoring mechanism are to be carried out on the basis of on-site inspections as well as random and unannounced inspections.

The call for applications, including the job profile for the position on this commission, is available here.

The application period ends on 13 May 2026 (incoming).

Note: The advertisement is subject to the express reservation of the entry into force of the legal basis (see the corresponding initiative application). The Austrian Ombudsman Board accepts no liability for any disadvantages incurred by applicants in connection with participation in the call for applications if the legal basis for the Ombudsman Board's responsibility does not materialise or if budgetary coverage cannot be ensured.
