At the beginning of March, the (deceased) woman was informed of the positive review of the federal basic subsidy. Mr D. informed the province of Carinthia and KPC of his mother's death, but that there was a power of attorney, the notary had been informed and, if necessary, an estate trustee would be appointed if the power of attorney was insufficient. The final funding approval for the project was received on 9 April, but was revoked on 15 April as Mr D. did not meet the eligibility criteria; he would not have been resident at the project location. As the craftsman and notary had repeatedly enquired about the status of the matter, Mr D. requested a new assessment of the funding application by the state of Carinthia, which he had been promised, but received no further response. Mr D. complained to Ombudswoman MMag. Elisabeth Schwetz about this and about the forwarding of incorrectly reported facts by the Province of Carinthia - which ultimately led to the withdrawal of the funding approval.
The Province of Carinthia replied to a letter from the Ombudsman Board stating that the power of attorney of the deceased mother was not sufficient and that Mr D.'s main residence in Carinthia should have been established in good time in order for funding to be granted. However, the Ministry of Climate Action announced in April 2025 that Mr D.'s funding application had been set to "active" again. Finally, KPC also announced that - in consultation with the State Financial Procurator's Office - the cancellation of the funding commitment would be reversed. The applicant for the grant was the deceased mother, who had fulfilled all the criteria. However, only the basic subsidy could be granted, as no application had ever been made for the state subsidy for Carinthia. "Without the intervention of the Ombudsman Board, Mr D. would have been left without funding, even though he had submitted the application on behalf of his mother. As a result, he would have missed out on 6,000 euros in funding, which - as it turned out - he was entitled to," said Ombudswoman Schwetz, expressing her satisfaction with the outcome of the investigation.
Without the intervention of the Ombudsman Board, Mr D. would have been processed without funding, according to Ombudswoman Schwetz.
